The Heartbreakers’ early years were a time of hard work and struggle for young musicians who’d shown great potential with their self-titled debut album and the radio-friendly hits “American Girl” and “Breakdown.” Yet their label wasn’t the most powerful, and plenty of other bands\' careers had gone kaput after a few catchy singles. Tom Petty clearly had talent, but breaking through to audiences in a lasting way was always a great wonder in terms of how it happens. Petty and Co. settled on writing the best songs they could and keeping it as loose and real as the legendary rock ’n’ roll bands they loved. “When the Time Comes” opens this album with hope that the title track delivers on: a tough rock ’n’ roll attitude that went against the creeping corporatism of the music business. “I Need to Know” and “Listen to Her Heart” were two classics that further established Petty’s reputation as an A-list songwriter. Other tracks here, like “Magnolia,” \"Hurt,” “No Second Thoughts,” and “Baby’s a Rock ’n’ Roller,” are serviceable rockers that further illustrate the band’s chops.
